The white stone statue is a statue created by Merlok of Wanda Moorington because of a desperate magical spell.[1]
According to the Character Encyclopedia, it is a statue created of Queen Halbert by Roberto Arnoldi as a royal commission that was struck by Monstrox's magic lightning, making it evil.
Nevertheless, both explanations contradict the television series, as the statue of Ruina Stoneheart was shown in "Rock Bottom" and Queen Halbert's statue only appeared in a flashback in "Mount Thunderstrox" and never came to life.

Because of a desperate, magic spell, Merlok transformed Wanda into a white stone statue where it would rest for some time.[1]
Roberto Arnoldi created the white stone statue as a royal commission for King Halbert. The king didn't like it and exiled Arnoldi. Eventually, it was resurrected as a statue by Monstrox.[2]
